This is a condition where skin from the scrotum is attached to the shaft on the underside of the penis.
Some may notice an abnormal appearance where the scrotum is fused to the underside of the penis. If the web is tight, the penis can curve downward with erections.
Penoscrotal webbing is a congenital condition that occurs without any known cause.
The treatment of scrotal webbing involves outpatient surgery, called scrotoplasty, performed under general anesthesia in the operating room. This is typically (but not always) performed along with a circumcision.
